Started playing the game, halfway through the second drop currently, game is creepier than expected (reading some opinions on the game you'd think that the game is only slightly scarier than Luigi's Mansion) and while not nearly as perpetually terrifying as Fatal Frame 1, I definitely find myself proceeding with quite some trepidation. If you just drain one, he'll kneel down, but you won't be able to glance him, and if you take too long fighting the other, the first one will get back up again (I don't think he has a full health bar, though). They tend to attack in pairs, and you need to drain both health gauges at the same time. I think you have to take another picture of him as he's doing that last attack to get his glance. Once you drain his health, he'll make one final attack (a lunge). The maniac with the knife and torch is another. It might not even be possible until the last chapter. I can't remember how to get her glance off the top of my head, but I know there's some kind of trick to it. I think there's only a couple of ghosts that have "tricks." The falling woman is definitely one of them. You have to get those in later chapters, when they become more common enemies. The "boss" ghosts tend not to be glanceable (is that a word?) the first time you fight them. Some of the more important ghosts-like the ones who have personal names-are a little trickier. Most of the "normal" ghosts can be glanced with a ZR touch right after you drain their health bar.
